Selection of a consulting firm to assist the Association of African Electricity Companies (ASEA) in recruiting its new Director General

  1. Executive Committee , of the Association of African Electricity Companies (ASEA), in accordance with its bylaws, is seeking to engage an independent executive search firm to recruit a new Director General following the conclusion of the outgoing Director General ’s term.

The Association's web Executive Committee is seeking a firm specializing in the recruitment of senior-level human resources professionals—or a headhunter—to implement a transparent and competitive selection process.

  1. The firm’s primary mission will be to conduct evaluation tests of the candidates, based on which a list of the top six (6) firms will be presented to the Executive Committee of theASEA (see the terms of reference for the assignment).
  1. The firm will work closely with the ad hoc selection committee in accordance with the following steps:

Step 1: Preparing the general and specific assessment test modules; Step 2: Administering the tests;

Step 3: Preparation of detailed evaluation reports for each candidate and submission of the list of the top six (6) candidates to the Recruitment Committee at a meeting convened for this purpose;

Step 4: Prepare and conduct interviews with the top three (3) candidates before the Executive Committee.

  1. The planned start date for the services is October/November 2026.
  1. Executive Committee ASEA xml-ph-0000@deepl.internal invites interested firms to submit proposals to provide the services mentioned above. Firms must provide information regarding their capabilities and experience to demonstrate that they are qualified for the assignment (firm profile, brochures, similar references, résumés, etc.).
  2. The selection process will be conducted using the Consultant Qualification (QC) method.
  3. The firm applying for the position must meet the following criteria:
    • General Experience: At least 10 years of experience in human resources management or recruitment consulting;
  • Specific experience: Must have successfully completed at least 5 similar executive recruitment assignments (CEO, Deputy CEO, Secretary General) over the past five years;
  • References: Certificates of satisfactory completion of similar projects;
  • Team: Senior consultants with expertise in valuation techniques and corporate governance.
  1. The application package must include:
    • A signed letter of bid;
    • An overview of the firm (articles of incorporation, organization, human and material resources);
    • References for similar projects (certificates or contract excerpts);
    • Brief résumés of the team assigned to the mission
  1. Expressions of interest must be submitted to the Association’s headquartersASEA in a sealed envelope or electronically no later than September 30, 2026, at 5:00 p.m. ( local time) and must be clearly marked “ Selection of a consulting firm to support the Association of African Electricity Companies (ASEA) in the recruitment of the new Director General of theASEA ” for the attention of:
